Housing Development

A core program for ELACC, our Housing Development Department works to fill the need for quality affordable rental and for-sale housing in Boyle Heights and East Los Angeles to better the lives of residents through community engagement, increased pride and a built-in network of support that includes childcare centers and a charter kindergarten.

• 81 single family homes developed and sold to low-income homebuyers
• Kern Villa, 49 units
• Las Casitas, 39 detached homes
• Los Girasoles, 11 units
• Las Flores, 25 units
• Lorena Terrace, 49 units
• Paseo del Sol, 7 units
• Percy Apartments, 7 units
• Las Mariposas, 21 units in 5 buildings
• Cuatro Vientos, 25 units, to be completed Summer 2011
• Las Margaritas, 42 units, to be completed Fall 2011
• The Boyle Hotel at historic Mariachi Plaza, 51 units & the Mariachi cultural Center, featuring a rehearsal studio and instrument storage, to be completed 2012
• 3rd and Woods, 60 units to be completed Winter 2012
• Beswick Senior Housing, 33 units in pre-development
• Three additional properties to provide more than 100 units of quality affordable housing in line for future development.

 

Asset Management
The Asset Management Department is responsible for managing multifamily affordable housing units, including the direct supervision of property managers and maintenance staff, responsible for tenants’ maintenance requests, housing agencies’ requests for compliance reports, annual income certifications, lease-ups, rent increases, unit inspections, waiting lists, rent collection and annual budgeting to ensure that these properties stay in compliance per our regulatory agencies.  The Asset Manager oversees and works in conjunction with a 3rd party management agent for multi-family affordable housing tax credit property, specifically assuring that our tenants’ and regulatory agencies’ expectations are met.  In addition to managing affordable multi-family housing units, the Asset Management Department is also responsible for providing day-to-day property management and maintenance of properties that are purchased for future development, including empty lots, vacant properties and tenant-occupied acquisitions.
