Maria Cabildo, President

Maria Cabildo was born and raised in East Los Angeles, the daughter of Mexican immigrants. Maria is a graduate of Phillips Exeter Academy and Columbia University. Prior to joining ELACC, Ms. Cabildo was employed by A Community of Friends (ACOF), the premier developer of service-enriched housing in southern California. Her first development project, a $5 million apartment complex for homeless adults with special needs, is located in Boyle Heights. She devoted six and a half years of her professional career to the development of permanent affordable housing for homeless persons with chronic mental illness. During her tenure as Deputy Director, ACOF completed 308 units of housing and secured site control of an additional 81 units.

In October of 1999, she became the second Executive Director of East LA Community Corporation (ELACC), an organization she co-founded in 1995. As Executive Director, she is charged with implementing a community-based revitalization strategy for Boyle Heights and East Los Angeles. She feels fortunate to bring her skills to the community where she was born and raised. Over the last 12 years, ELACC has secured over $80 million in multi-family and single-family resources for its service area. She became President of ELACC in 2007.

Peter Chu, Director of Finance

Mr. Peter Chu, Director of Finance, is a highly regarded financial professional with over 30 years of extensive experience managing accounting departments in the not for profit and for profit sectors, including the construction industry. Mr. Chu is responsible for developing and implementing systems and procedures for ELACC's Accounting and Asset Management departments. He is responsible for all financial functions of the day-to-day operation. Before joining ELACC, Mr. Chu, worked with numerous real estate developers in the private and not-for-profit sectors. Mr. Chu is a graduate of California State University of Los Angeles. He is licensed to practice by the Internal Revenue Service, and was named "STAFF PERSON OF THE YEAR" by the Affordable Housing Association.

Mike Dennis, Director of Community Organizing

Prior to becoming Director, Mike worked as a political consultant based in Sacramento. He has experience in implementing successful youth voter education and mobilization campaign at the University of Nevada and directed a GOTV student program at UC Santa Barbara.  Mike graduated in 2007 from California State University, Fullerton with degrees in Political Science and International Relations

 Ernesto Espinoza, Director of Real Estate Development

Mr. Espinoza joined ELACC in August of 2007. Prior to joining ELACC as Director of Real Estate Development, Mr. Espinoza worked for the National Farm Workers Service Center, Inc. (NFWSC), a national non-profit affordable housing development organization. At the NFWSC, Mr. Espinoza began as a Construction Manager, and was later Project Manager for the Northern California Region. As Project Manager, Mr. Espinoza was responsible for the development of over 452 multifamily affordable housing apartments in California and New Mexico. At NFWSC, he worked on the development of over 880 apartments, 32 single family homes, and developed two tract maps. Mr. Espinoza attended the University of California in Berkeley where he received a Bachelor of Arts Degree in Environmental Design and Architecture, and has a degree in Construction Management from ULCA.

Isela Gracian, Associate Director

Isela Gracian, is a graduate of UC Davis.  She joined ELACC in 2004. Prior to becoming our Associate Director, Ms. Gracian managed ELACC's implementation of the Los Angeles Works for Better Health Initiative working to improve the health of the community by creating access to better job opportunities. Currently, Ms. Gracian supervises half of ELACC management team staff. The California Women's Foundation recognized Ms. Gracian for her cutting edge work formulating solutions to community issues by appointing her a California Women's Policy Institute Fellow in 2006/2007.

Lupe Legaspi, Manager Tenant Services

Lupe Legaspi, Tenant Service Manager, joined the ELACC team in 2007. Ms. Legaspi directs, plans, coordinates, and oversees service delivery in ELACC’s service enriched housing properties. She is responsible for ensuring that ELACC’s residents are receiving the services they need in order to maintain and improve their quality of life through health services, mental health and vocational training, and benefits and income support. Ms. Legaspi received a Bachelor of Science in Human Services from the University of Phoenix.

Katty Pollicino, Office Manager

Katty Pollicino has served as ELACC's Office Manager since November 2007. She joined ELACC in April 2006 as an Administrative Assistant. Prior to working at ELACC, Katty was the Property Manager of Casa Loma Apartments for New Economics for Women, an affordable housing developer in Los Angeles. Katty is a native of Mexico City. She has a B.A in Hotel Administration from Escuela Mexicana de Turismo y Hoteleria in Mexico City, and was the Director of Sales for several major international luxury hotel chains, including Intercontinental Hotels and Resorts and Hyatt Hotels International.

Daniel Rodriguez, Director of Community Wealth Department

Daniel Rodriguez, Director of Community Wealth, graduated from Brown University with a degree in economics.  Daniel joined ELACC in 2008 and supervises a staff of two.  He supervises, develops and implements ELACC's Community Wealth Programs in Homebuyer Education, Foreclosure Prevention, and Financial Literacy.
