What is Decarbonization?
Decarbonization for affordable housing means reducing the carbon emissions produced by homes while keeping them safe, healthy, and affordable to live in. This is done by improving energy efficiency, switching to cleaner electric systems, and using renewable energy when possible. The goal is to lower utility costs for residents, improve indoor comfort and air quality, and reduce environmental impact — all without increasing housing costs.

ELACC is committed to improving the lives of Eastside residents by investing in clean technologies and community efforts to improve health and wellbeing. We call this our Going Green program, and it encompasses everything from electrification retrofits of our buildings, to creating new community garden spaces, to offering healthy eating programs to residents.
Comprehensive Affordable Multifamily Retrofits (CAMR) Program
The Comprehensive Affordable Multifamily Retrofits (CAMR) Program, offered by the Los Angeles Department of Water and Power (LADWP), helps owners of low-income multifamily properties make energy-efficient improvements that lower operating costs and reduce greenhouse gas emissions.

No-cost property assessments to identify energy-saving opportunities

Technical assistance with developing scopes of work and navigating contractor procurement

Financial incentives for completing qualified energy upgrades
Improvements may be made in both common areas and individual units. Properties that achieve higher energy savings may also qualify for solar installation incentives.
Eligibility Requirements
Participating properties must:

Have five (5) or more residential units

Meet affordability requirements (at least 66% of households at or below 80% of Area Median Income) and be located in a Disadvantaged Community (DAC)

Properties outside of a DAC may qualify with proof of a rent regulatory agreement or public assistance program documentation

Identify improvements that achieve at least 5% electrical energy savings
All project contractors must meet applicable prevailing wage, skilled and trained workforce, and licensing requirements.
