Financial Counseling

ELACC organizes monthly financial education workshops covering different topics and personal finance, budgeting, loans, and credit management. We provide one of one financial coaching to address specific financial goals and challenges Contact us for assistance with the following: Financial Management, Credit, Income Tax Filing, Budget Counseling, Mortgage Delinquency and Default Resolution Counseling, Non-Delinquency Post Purchase Workshops for Homeowners, and Pre-purchase Counseling. First Time Home Buyer Workshops

Take a First Time Home Buyer Class Online! ELACC offers a variety of classes and workshops that prepare you to purchase your first home. See below for available options. In-Person Homebuyer Education Course Offered every month, this 6-hour course breaks down what you need to know to buy a house including money management, the importance of credit, and understanding the financing and the homebuying and escrow processes. A separate 2 hour one-on-one counseling appointment is required to complete the course and receive a certificate. The course cost is $25.00. A fee waiver is available for those who are eligible.

VITA Tax Preparation

Our free VITA (Volunteer Income Tax Assistance) Program helps hundreds of low- to moderate-income households with basic income tax return preparation every year. Our IRS-certified volunteers work hard to ensure families keep more of their hard-earned money by connecting eligible individuals to Federal and Cal Earned Income Tax Credits (EITC). Rental Counseling

ELACC conducts quarterly workshops focused on affordable housing. – Check the calendar for the next one - Our workshops are designed to educate participants about the various options for affordable housing, helping them understand eligibility criteria, application processes, and potential resources or subsidies. ELACC offers housing counseling which involves personalized guidance and support on housing-related matters such as rental assistance, eviction prevention, and tenant rights.

Foreclosure Prevention Clinics

This service is offered through Public Counsel. If you are a homeowner who is behind on your mortgage or at risk of foreclosure, please complete an application to see if you are eligible for a free clinic appointment with a housing coordinator or legal services attorney. Clinics are virtual every second, third, and fourth Tuesday of the month from 2 - 6 p.m. If you have questions, please contact Public Counsel at (213) 385-2977 (ext 306).

eHomeAmerica Homebuyer Education Course

Offered year-round, this homebuyer education course teaches participants how to: 1) determine if homeownership is right for them; 2) how to shop for a home; and 3) how to maintain their home. Certificate of completion presented to client. Course cost is $100.00.

ELACC is an approved Acceptance Agent with the IRS and can assist with Individual Taxpayer Identification number (ITIN) applications and renewals free of charge.

Documents needed:
- Taxpayer and spouse's photo ID
- Social Security card or ITIN for all family members
- Proof of foreign status (if applying for ITIN)
- Copy of Prior Year's Tax Return
- Routing and account number for direct deposit
- All W-2, 1098 and 1099 forms
- Tuition Fees and expenses
- Total paid to daycare provider
- If Self-Employed: year to date profit and loss statement or total income and expenses for the full year written down

Our team helps street vendors navigate the permit application process in order to obtain a permit to legally sell food. Give us a call at (323) 859-8050 for more information. 

Our team assists street vendors with free tax preparation, including obtaining an ITIN. Tax season is over but give us a call at (323) 859-8050 for more information about next year’s VITA Tax Preparation schedule. 

We have created the Street Vendor Emergency Fund with our partners at Inclusive Action for the City and Public Counsel. This fund will provide direct cash assistance to vendors who can not access resources from the government. Click here for more info.

For nearly 14 years, ELACC has been on the front lines of the street vending legalization movement. In 2013, ELACC and our partners, Inclusive Action for the City, Public Counsel, and the Los Angeles Food Policy Council, officially launched the LA Street Vendor Campaign. This citywide effort led to the legalization of street vending in 2018, and a statewide policy that decriminalized street vending throughout California. But the fight is not over. ELACC continues to work closely with our partners to advocate for our community’s street vendors.
